The Embassy of the Republic of Yemen in Kuala Lumpur stated in a media statement that Operation “Dawn of Yemen” (Fajr al-Yemen) comes within the State’s responsibility to restore its institutions and extend its authority over the entire national territory, protect citizens, restore public services, and create the conditions necessary for sustainable peace.
The Embassy explained that the address delivered by H.E. Dr. Rashad Mohammed Al-Alimi, Chairman of the Presidential Leadership Council, affirmed that the operation is not a war against the people of any governorate, nor against any sect or tribe. Rather, it is a State-led effort to restore national institutions and ensure that the will of the Yemeni people and their political future are not dictated by force of arms.
President Al-Alimi also stressed that citizens living in areas still under the control of the militias are not the target of the operation, and that their security, rights and dignity remain a priority. He further reaffirmed that the door to safe return and the declared amnesty remains open to those who lay down their arms, cease fighting and return to their families in accordance with the announced procedures.
In his directives to the Armed Forces, security services and all participating military formations, the President emphasized the need to uphold the rule of law and discipline, protect civilians, safeguard public and private property, and reject vendettas, retaliation and attacks against innocent people. He stressed that the mission is not merely to retake territory, but to restore the State and its institutions.
The President further made clear that restoring areas to State authority would not mark the end of the mission, but must be accompanied by the return of State institutions, the resumption of salary payments, the rehabilitation of roads, electricity and water networks and damaged facilities, the launch of recovery and reconstruction programmes, the facilitation of the return of displaced persons, and the revival of economic activity.
President Al-Alimi also called on Yemen’s brothers, friends and partners in the international community to stand with Yemen and its national institutions, and to support humanitarian, economic and relief efforts, as well as recovery and reconstruction programmes. He also underscored the importance of protecting international waterways and promoting security and stability in Yemen and the wider region.
The Embassy reaffirmed that the restoration of State institutions and the rule of law is essential to protecting citizens, restoring normal life, strengthening regional security and the safety of international navigation, and creating the conditions for a just and sustainable peace.
